question on ATF C&R lisence and special permits
« on: March 08, 2009, 10:59:21 AM »
i am considering getting one of the C&R lisences as i keep buying more and more guns off the internet . i'm lucky as i had a dealer to use only 25 miles way and charges a very minimal fee ( $15 ) but even close and cheap would become at home and no cost other than renewing the ffl .

what do they cost and what does that open me up for ?  home inspection of all my guns ? or just any purchased under my c&r ? or what ?

also , what does one need to do to buy a rifle that is under the 16" length law. the gun is an original trapper carbine , 15" barrel but i'm sure the owner doesn't have any kind of paperwork on it . the gun is in poor condition ,missing many parts , non fireable and would have to be completely restored . it can be proved by the serial number as to its age , will that decide about getting a permit .

any help would be appreciated .

thanks ,

For the under 16" barreled rifle I beleave you have to pay a $200 tax as part of it.

I think you. There is more to it than that, but I'm not sure what. I have a feeling that if it isn't allready registered you might want to "find out" it actually had a 16" barrel and was measured wrong.  ;)

I would be VERY careful of getting a 15" bbl'd Trapper that was "measured" wrong on a C&R license and not NFA registered. It is now a matter of WHEN, not IF you will be inspected by the ATF.  They want to see each piece on your inventory to be sure it qualifies and to match s/n's.

i got the guy to measure the gun " properly " this time . it measured 16" , he was just measuring to the receiver , not to the end of the barrel at the chamber mouth . i had doubts it was 15". told him to close the gun and run a rod down it till stopped , measure at muzzle , a little over 16" . still a trapper .  thanks ,

i got 2 other questions .

what is the ruling on how old a gun has to be before atf considers it a curio and relic , is it 100 yrs old or is it a gun made 1898 or before ? i've heard both .  the trapper carbine i mentioned was made in 1895 , so as i understand it is legal for the owner to  ship it to me  without going thru a ffl ?

what about damaged/parts guns , how damaged/incomplete do they have to be before there legal to ship person to person without a ffl ? receiver missing or totally non-functionable , or what ?

thanks ,
