I must say this mirrors all my personal experiences with Rugers rifles. Round tops, tang safety guns, the short 77 series and mark II guns. Reciently even a beautiful Hawkeye 375 Rugers my friend has. I REALLY tried just as you have! I bedded most of them. One I even had Bertelsmann cryogenic ally frozen!!! ( yes it did help a little)
The single acception is a aweful looking plastic ruger stocked stainless steel 270 my ill brother bought from a guy in his work lot one day. (no funny business he was going thru devorce and knew my brother would buy if price was rite). That freakin gun will touch with fed red box or win ammo right off the shelf!!
I love the looks of the tang 77's. I have a beautiful custom walnut stock for a short action. It's been empty for almost twenty years. It's had a 22/250, 308, 7/08, 243 in it none shot worth a damn. (2" at best. When you have lever guns doing better with open sites it's hard to "settle" for a bolt doing worse). My uncle has a tang 358 that shoots right at 2" as well but nice groups and with him shooting. He is not a shooter

Sorry you are at the same point as me with ruger bolt guns... As a rule I don't buy them they don't shoot well. I fear even Swampys Midas touch corlokts can't make a silk purse from that sows ear....
