  yes it is legal.BUT do not put a shorter barrel on a frame with a rifle/carbine shoulder stock on it! That is illegal.

jhalcott is correct.  Per BATF, the following guidelines:

Cont./Encore frame,  buttstock and rifled barrel >16" = OKAY  (26" min. OAL)

Cont./Encore frame, buttstock and rifled barrel<16"  = NOT OKAY

Cont./Encore frame, pistol grip and rifled barrel of any length=  OKAY

Cont./Encore frame only, without stock or grip, and rifled barrel of any length  = OKAY

Individual States may have their own screwy addendums to the above, I dunno.  Kentucky leaves me and my Contenders/Encores alone, thank God.

Some states will have minimum/maximum overall lengths as well.  Usually these are minimum overall lengths for long guns, but some are starting to make restrictions for hunting purposes.  New Jersey, I seem to recall, has a 12" maximum barrel length for handgun hunting.
