If you are asking why they do not make a handgun version of their break barrel guns, it may be size and weight of their actions? They are strong enough to handle a lot of good deer rounds. Write, or call and ask them. Who knows yours may be the one that gets them to build handguns on that action. The Rossi single shot break barrel would be another single shot action that the factory could consider doing a handgun on. You can also look for a used Contender , or Contender action. I have built a few buying a action, then barrel, grips etc. Cheaper that way sometimes than buying the whole gun at one time. Good luck.
