what is the most affordable double rifle in 470 NE.

I have not heard of all there always seems to be another new one that pops up... But I would say Kriegerhoff or Heym... :D

Without doubt, that would have to be a Searcy.  Made right here in the good ol' U.S.A. by Butch Searcy, who by all accounts, is an excellent and knowledgeable man to deal with.  I know that there is a price increase about to go into effect on his rifles, however, I believe they are still around 2/3 the price of a Kreighoff or Heym.

You could expect to pay around $10,000 for a new one, maybe a bit less.  Do an internet search for Searcy Rifles, and you should come up with his website. :D

Ahh I forgot about Searcy... Like I said there are so many that do they all start to blurrr...  gwindrider1 is correct they are the cheapest with great quality :D

The base model .470 NE doubles from Heym, Searcy, and Merkel all have a retail price of around $10,000 with no special options.

This includes the Searcy "PH," the Merkel 140-2, and Heym "PH."

Heym and Searcy have their own web sites, Merkel is imported by G.S.I.

Call Champlin Firearms (I believe in Enid, Oklahoma). They specialize in double rifles and if they don't have what you're looking for, then they will be the right people to talk to about how to find what you are looking for.

You can pretty much buy a LNIB or NIB Searcy at a quality gunshow for about 1/3-1/2 off the new asking price. I bought mine with a fitted hardwood box and paid MUCH less than the new price two years ago.
 Searcy is a nice workingman's dbl gun but the snobbish types of some on-line forums will lead you to believe that if you aren't buying a DBL gun that is more than 50 yrs old you are buying scrap. To that I reply BS! My own father has a collection of DBL guns (7 in various calibers) and leered at  my Searcy. Recently while we were hunting he had to borrow it when his 1925 relic took a crap. on this trip 2 shots from the Searcy laid low two buff (his & mine) a fact I'm enjoying rubbing under his nose quite often :)

Searcy makes some great rifles by the looks.  Haven't had a chance to shoot a double, but would like to own one down the line.  Would probably buy used.

you could just glue together two 12 gauge pumps and pay about 500 total (including duct tape and hack saw)  or is that just what us rednek's think?

I hjave heard so many times that the Serarcy doubles are great  i myself would love to have one in 500 nitro , just to have one. The PH model $10,000 new look around you should be able to get a used one between $5000 -$8000

 Is it possible for a double shotgun to be converted?I have seen .45/70's done like this and used with black powder,but COULD the conversion handle the smokeless powders were it done?
