Welcome to GBO! I would highly recommend you read the accurizing help in the FAQs and Help sticky, there are many tips there that will help you get it to shoot well.
Forend pressure will affect any break barrel performance, how the forend fits the barrel and frame is important on a standard barrel, the superlight is even more critical.
Also, make sure there is no oil on the latch or latch shelf, that alone can cause inconsistent accuracy. Make sure you close the action firmly as instructed in the owner's manual, don't close it gently, use a little force.
Trigger pull is very important with the transfer bar, it must be pulled completely to the rear each time or inconsistent pins strikes will cause inconsistent ignition and accuracy.
If after following the info in the FAQ doesn't help, maybe a trip to H&R is necessary, there may be a problem with the bore, but I would think it's something less serious.
The Win 64gr PP is one of the better shooting rounds in the 1:12" twist barrels, dunno how it shoots in the 1:9" barrels, but traditionally, the 50-55gr or lighter bullets shoot best in either, picking one suitable for deer isn't the easiest task, tho.
H&R NEF uses Remington ammo for test firing, I would try the 55gr PSP, the threads below might help ya too.
