Ok I have been hunting for a rifle length .223 rem bull barrel in SS.  I have been wanting a 21" and then I saw the 23" ok now I want that.  This morning I came accross a super 16. 

Although I am not sure I want to go that short.  I have a 10" and a 14", but I don't reload so I am stuck to factory ammo and the cheap plinker stuff is 55 grn.  My pistol barrels haven't been terribly fond of that.  It was suggested that i try a longer barrel for more stabalization.  An of course I love the idea. 

Now I need advice on length.  My first choice of course would be to have a barrel done in a 1-9 twist or 1-7 twist, but that's out of the $$$ range, trying to stay around $200.

I don't think a longer barrel will help "stabilize" the bullet any better.  The biggest issue w/ the 223 is muzzle blast!!  I have never fired a 10" (your brave) but the 14" and 16" have tremendous muzzle blast.   Get the longest barrel you can and start reloading!!!

Barrel leanth will not turn cheap ammo into match ammo.
The 23" barrel should be a good shooter with 40-55gr bullets , try blackhills blue box ammo very good stuff.

Accuracy may improve (after all, it is a different barrel and the bullet may fit it better) but it's a long shot. Velocity question I can help you with. The same load (reload) gave 2900 FPS in my 14 inch barrel and 3400 FPS in my 21 inch barrel. Accuracy was far better in the 21 inch barrel but that was almost certainly because of my different shooting abilities with (1)  pistol and (2)  rifle.
