22 heavy/standard silhouette trigger

Need some advice there is a guy in FL that sells a set trigger for the Ruger 10-22 and I just bought one to put on my heavy silhouette gun, but tonight a top rated Master shooter said that he didn't think they where legal.  So I need your help to find out..

I finally found a guy that had a orange NRA rule book and I guess I'm good to go.  Only release triggers are not allowed.
