Can someone explain a pa cable restraint?

What is the diffrence in these and a normal snare or a live catch snare?

 The cable restraint,is a live catch snare.It has a 180 reverse bend washer lock,an inside stop,swivel and a type of break away.In the case of those used in wisconsin,it also as an outside stop.When used in a non-entanglement situation,they present you with a ----restrained catch.
 Do I use them??no, but I do make them for some of my customers.
