barrel band swivel

Just wondering how one might install one of these. Have a Remington 700 adl '06 standard sporter contour barrel. Looked at Brownels saw a Talley mount, says it could be installed with 44 mag-force silver soilder, two kinds one at 750, one at 450. My problem is I will be applying a bake on finish after I install the barrel band, and that heats up to 350 for one hour. Can the 450 be applied with a propane torch, will it survive the bake on finish, without loosening?

Either the low temp or the high should withstand powdercoat baking.. and the barrel band will remain firm..
