Savage 99 Tang Sight Question

I've just picked up a 99 in 250. Serial 408XXX, made in 1941. It has a Lyman tang sight, which appears to be original to the gun. There is a dovetail in the barrel for an open sight, but no sight, so I'm guessing the tang sight is original. The sight looks exactly like the lyman tang shown on the savage99 website, with two apertures and locking lever.

My question: Should the tang sight 'lock' in the shooting position? It locks (clicks into something) when I pull it all the way to the rear, but in the shooting position, nothing seems to be holding it in position. The locking lever doesn't seem to do anything, except when the sight is pulled all the way rear.

I'm wondering if the sight was taken apart at some time and somehow put back incorrectly?

How are these things suppose to work? I can't imagine you would have a tang sight that could be so easily bumped out of position.

You should be able to adjust the locked position by loosening the "nut" on the base on the opposite side of the locking lever and then retightening it with the lever locked and the post in the shooting position.  It's harder to describe than figure out if you just start playing with it.  If that doesn't work, you may have to disassemble it to troubleshoot.  Sounds like it was disassembled then not correctly adjusted or reassembled.
