For good sized towns, you need the grasslands of west KS. (Sorry). Cimaron Nat. Grassland, SW corner, be a place to start. Plowing tears up burrows. And trees support predators. I would start by asking Chambers of Commerce in West KS and move east. I suspect you won't get more than about 1/3 east. luck.
