It is made by Starrett.
It seems to count revolutions, What it would be used for I don't know.
I found it in a drawer when I bought my house

does the left end of it turn?  i have not idea what it would be, but you said it counts revolutions, so i wondered if it would be some sort of tachometer?  maybe for something really slow??
