For what it is worth, I think the Limbsavers are the best.  I haven't changed mine out yet but that is the direction I am headed.

You'll find the Limbsaver #10003 or #10601 pre-fits may work fine, one or the other will be a close fit, not perfect, but easier that installing a grind-to-fit. I have 11 heavy kickers fitted with Limbsavers, they're my go to recoil pad! ;) If that's not enough, fill the stock bolt hole with lead shot or a cut to fit lead filled pipe, or invest in a C&H mercury recoil reducer.

While not the BEST solution.....Take the butt plate off and fill the hole with BB's.  It will give the the butt stock more weight and is very easily reversed.

Oh, put the butt plate back on once it is filled with BB's.

My Handi 10 gauge turkey gun has a steel rod inside the stock so you maybe able to get one from NEF if you call and ask, or you may find something suitable at a hardware store.  The problem was mine rattled around inside the stock.  So, I took in out and wrapped duct tape around the rod till it was a tight fit inside the stock.  I need to pull it again because it has loosened a bit, more tape is needed.

The BB idea is a good one, lead shot would work as well.
