In a way they already do. I picked up a 2.25" Ruger SP101 in .357 and even with full house loads, it is not too bad to shoot with one hand. With a Bianch thumbreak belt holster, it is hardly noticable.
Before that I used to carry a Blackhawk .45 covertable with the .45COLT cylinder inplace. With the 4 5/8 barrel, it felt lighter than my old Colt Government model. It was a bit more bulky than the SP101 though.
Now I just carry the SP101. I use a pocket holster in warm weather when I dont wear a jacket, and the holster when I have it covered.
Both of these are in the $350 range, and they are useful for hunting, or personal protection too. Plus they are tough enough to last the rest of my life, and then be just as useful for my son.
