I've had mine for maybe 15 years and like it fine - for my purposes. That means it ain't Bench Rester's quality but neither are my rifles!
Cleaning case necks the usual 70-80% of circumference is all that does any good with loose factory chambers; factory rifles tend to shoot worse if you thin the necks too much. Get the Lyman tool, I think you will be well served. I also have a Forster (BR type) Hand Operated Turner that is "better" but it makes no difference in accuracy.
Don't try to cut off more than about .003" at a time, use successive passes for more.
