scope for remington 700 -308

my friend is getting a 700 in 308 and will be shooting up to 400 yards on whitetails. He wants to put a scope on this rifle and will spend up to $350 including rings and bases.

Any suggestions would be of help

There are several scopes that would give decent service for him but in my opinion the Nikon Monarch is head and shoulders above anything else in your friends price range.  Check out this sale on them at midway.  http://www.midwayusa.com/eproductpage.exe/showproduct?saleitemid=937299

I concur about the Monarch.
I put one on my Rem 700 LV in .308 and really like it.
And there are some still out there priced under $225.00 nib.
