OSHA sets standards , not regulations , the standards are to make sure an employer protects a worker and have a safe and clean work place ! the employer has to set a regulation that meets their standard !
if they in fact set a standard the manufacturer and shipper would need to meet the standard !
easier said than done ! but if it can be proved that there is a problem when the product is mishandled the companies can write a procedure
that eliminates their employees from mishandling the product or avoiding the danger that is a way to also meet the standard ! as long as everyone signs off on it !
the real worry is the states , many have their own OSHA and some exceed the national standard !
this could get ugly , because it would include all workers , like where they produce ammo , gun shops etc.
not sure how DOT , OSHA , MINE SAFETY etc. all work together , one would have jurisdiction one would think and over ride the other , should be interesting !
