Is there such a animal called a cat squirrel .If so just what is it.

Yes that's just another name for the common gray squirrel due to a whining sound they make at times which sounds much like a cat.

Some English call the common gray squirrel, Sciurus carolinensis, which was introduced to England from America and has become a great pest over there, a cat squirrel.  Serves them right for bringing the starling over here.  Cat squirrel is also a common name given to the reddish brown squirrel, Sciurus vulgaris, which is found in the rest of Europe.
