I had two of the calibers you stated, the 7-08 and 6.5x55 Swede 24 "rifle barrels. I bought them both new and after a couple hundred rounds each rounds for break-in started to try to develop accurate handloads. Both barrels copper fouled so bad you could sell mining rights in them and would definitely meet your accuracy requirements. Couldn't get them under 2.5 to 3 inches, I tried about 6 to 8 different bullets and about 6 different powders with no good results, my Van Horn 7TCU pistol barrel will shoot 1 inch at 100 yds. so I know I can shoot a little better than 2.5-3 inches. One of the gunsmiths at T/C said to lap the barrel, well it didn't help, still 2.5 to 3 inches. Finally sold them and eventually got a 6.5 Swede barrel from Bobby Tomeck and it shoots 1 to 1.5 inch, I'm happy with it. I traded a 20 Ga. slug barrel with Ed Kirkpatrick at Ed's T/C's for a new 26 in. 223 heavy barrel and found out it didn't care for 55 gr. bullets(around 2 inches). My buddy gave me some 40 gr. V-max bullets and it will shoot 1/2 inch at 100 yds now. When it comes to T/C's there are thousands of things to try for accuracy, 1 screw in forend, 2 in the forend, 1 tight one loose, where to place the front rest, no hand on the forend etc. etc. it goes on and on. Everyone has a trick and most of the time they do help. One thing I like to do is to minimize contact of the forend with the barrel(free float, pillar bed, hanger bar etc.) and place the front rest at the rear of the forend when shooting from the bench and size your cases for each individual barrel. The main thing is to enjoy, there are a lot of good people on this forum and they all will help if you ever have a problem. Take care end enjoy.
