In my part of the world, SE Oklahoma, handis go for $209+tax to $239+tax for the configurations you mentioned.  And yes the 204 is plenty big for coyotes.  I kill many every year with a 17 Rem and I use 25 and 20 grain bullets.  90% are bang/flop kills. The 223's only advantage is availability and price of ammo is better.

I have a wood stocked, bull barrel in .223.  It cost me $229.  I have never shot a .204 but I have shot some coyotes with my .223 and it puts them down quick.  As for the .204 on coyotes, I can't say personally but alot of folks on GBO swear by it so it must work!! You could also check out the varmint hunting forum, there is alot of discussion about both cartridges and their effectiveness on coyotes.

The 204 is more often compared to the 22-250 than the 223 when coyotes are the topic, the 223 leaves a lot to be desired ballistically compared to the 204.

The 204 with the 32 grain bullet compares very favorably with the 17 Rem with the 25 grain bullet.  It is really the only chambering I would consider replacing my 700 17 with for serious coyote hunting.
