Question on Baikal double rifle

How do you regulate the barrels windage wise on a Baikal double 30 06? I'm thinking about using a couple of large screwdrivers to tweak the barrels. They need some adustment vertical also. The bottom barrel shoots 1" groups 2" to the left,and the top shoots 4" high and 3" to the right.   Digger

From my experience with the Baikal combo guns, the windage can not be easily regulated on the Baikal.  EAA, the importer. could not adjust the .223  windage on a 12/.223 combo gun.

I dont know of any gunsmiths that specialize in regulating double rifles, drillings or combos.

Also, I always sighted to the top barrel then adjusted the bottom barrel.
