Quebec Moose hunting ??????

In Quebec one year they have Bull moose ONLY, and some years they have Bull, Cow , Calf moose.

  Is it every other year, or how do they decide what years are what?

I haven't hunted Quebec for several years, but last I noticed, the harvest regulations varied among units depending upon most current conditions and harvests.
