I prefer either an MGM or Stratton Custom (or the old VVCG) base with Warne rings. This setup has worked flawlessly for me, and I see no need to change.
A good setup is a must. True, a 30-30 isn't a heavy kicker such as a .375 JDJ, but the G-forces exerted upon the scope/mount can rattle an inferior setup loose in a hurry.
They may have improved them by now, but the TC Duo-Mounts used to feature very short screws and would shoot loose on a .223. The mount itself was decently-engineered, but the screws provided with them were absolutely inferior for the task at hand. Switching them out was a must.
As for scopes, the older TC 2.5-7x along with the Burris, Nikon and Bushnell Elite are very solid performers and will serve you quite well.
