Single Six Lock up point

I have a Single Six and was cleaning it the other day and found that when the hammer drops, there is only one lock up point.
The lock up point is the notch in the cyclinder (where it produces from the frame above the trigger).

I was curious why the second lock up point, the pawl that rotates the cylinder, is not locking up the when the hammer drops.

On my Colt and S&W revolvers, there always always two lock up points.  Back of the cylinder and the cylinder notch.

Did i get a bad gun?
