I'm not 100% familiar with the Element, but some of Fred Bear's bows have little allen head bolts that attach part of the limb pocket to the riser. This is just added assurance that everything stays tight (and doesn't back off while shooting) since parallel limb bows have more pressure on the limbs.
If the element doesn't have these, you adjust draw weight like any standard bow...out for lighter, in for tighter. If it does have these, you just have to loosed them 1/2turn or so in order to make the adjustment.
Depending on if your bow is stock or not, and potentially some differences with draw length adjustments, you should have about 10lbs of adjustment from Peak Weight. Generally, you don't want to turn those adjuster bolt out more than about 3 turns from bottomed out (as recommended in the manual).

From what I've heard, that is a great bow for the money. It was rated a best buy last year, as well as best in it's class.
