It remains to be seen, since congress has not looked at it, rewrote it, added pork to it...or even passed it yet.
I have to say since Congress butchered the bail out bill, and added Lot's of pork to that (nobody should have passed this anyways)....that anything anyone says they will pass....will likely not happen, or at least not happen in the form it starts out. No matter what any politician tells you, it all goes through Congress first. If it does pass, it would be worthless when they got done with it...and nothing says it would pass anyways.
