Question for Illinois handloaders

There was a time in my life, a long, long time ago, that I lived in the Land of Lincoln - Illinois.
At that time, one was forced to have a F.O.I.D. card in order to purchase firearms and ammunition.
My question for the Illinois handloaders is; are purchases of gun powder, primers and other components regulated as well? For instance, if someone from another state wanted to buy gun powder in Illinois, would they be denied because they lacked the Illinois F.O.I.D. card?

If you are from an adjoining state (IN, KY, MO, WI, IA), you can buy guns, ammo and reloading components without a FOID (even though an IL resident cannot).  If you're not from one of those states, I'm not sure of the answer.

My local dealer say's no problem for those out of state on the powders, primers, and bullets but that the firearms have to be shipped to a FFL dealer in the said persons state.

My father told me last week, that he needed to get a FOID to purchase pellets for his air rifle. Is this a state law or just the store policy?

Troyboy, firearm owners identificatoin document. Basically a tax on owning a gun.

Empty Quiver, sounds like your dad shop at Walmart. That's their policy.

OR-E-Gun Bill, no law but, you still have to pay the hazmat fee plus shipping.
