What are the differences? Are they purely cosmetic?

No problem sir, I try my best.

Also:
Vangaurds are actually made by Howa in Japan.
Mark V's are made in the USA.

This past year I bought a Weatherby Mark V synthetic in 30-06 Springfield.
-Leupold VX-II 3-9x40mm scope and Leupold base and low rings.  (Rifle, scope, base and rings are all matte finish)
