If you start with a Stevens200/Savage110, re-chamber or re-barrel, new trigger, and new stock,does this make a custom rifle?
I've done this several times; 250/3000, 257Roberts; 220Swift ???

I believe so. If you modify a rifle from stock to fit your personal preferences you have customized it. No matter if it's a vintage WWII rifle that has been butchered for hunting or a 10-22 with all new dress ups that were all made by high production companies. The user has altered the design to fit their needs.
