Old Topper choke question

I have an old Topper 20 gauge. I inherited it from my Grandfather when he died in 1974. He had it for quite a while before that. It says on the top of the chamber 20 gauge choke. What does that mean. Is it a full choke?

Typically that would have meant full choke.
