I guess I'm old fashioned, but IMO by no stretch of imagination could that be called "service". They should have contacted you 9 months ago and offered you options if they didn't have the ordered barrel(s) in stock.
You contracted with them in good faith and if they didn't intend, or were unable, to perform the work in a reasonable amount of time they should have been up front with you. Sadly, this attitude companies have toward their customers seems to be much too common in our present society.
