Is your state about to default on bonds?

Clearly, California is in a position to start defaulting on bonds. This means that other lenders will probably shun California in the future, to say nothing of the lenders who expect their interest payments promptly. How is your state doing?

Nope, not as long as the world is buying our oil.  And we are allowed to drill for it.
