Which safety on the 99 is best and easiest and fastest to operate ? The tang, can you reach it under a mounted scope ? or the one on the side of the lever. Which is the quitest ? looking at one on an auction site and can"t deside. This rifle will be used for deer. Also are the actions smooth and quick ?

Coutry, as stated most 99's are fairly accurate. My .300 is the most accurate of the ones I have. But all are fine for the capabilities of the calibers. All mine have the safety near the trigger. It has never been a problem, it is a matter of getting used to the position of the safety on your rifle. As for the tang models, I believe, they were on late model rifles. Now I am not an expert on 99's, but my favorites were the older models with the trigger safe due to the overall makeup of the older rifles. My family at one time had many 99's, the .284 took them by storm when it hit the market.
Most of these were the tang safe I believe.

The only complaint I have is their trigger but that can be corrected. Mine has the lever safety near the trigger. It shoots sub moa if do my part. I also handled a 99f in 300 Sav that I droped a nice Pa buck at 281 yrds. I think they're great guns and the only thing that comes close is the BLR. I don't like the saddle stock on the BLR. It doesn't acomadate a scope as well. I had one in 7-08, great gun nice handling and if I wanted an iron sight gun I would have kept it.
