The city of Toledo, Ohio, is issuing parking tickets to cars parked in the owner's driveways. I believe I would have to tell them where to stuff their ticket after I neatly folded it into three sharp corners.

TOLEDO, Ohio (AP) -- Some people in Ohio complain they received $25 parking tickets last week when their vehicles were parked in their own driveways. Toledo Mayor Carty Finkbeiner defends the citations, saying they were issued under a city law against parking on unpaved surfaces -- including gravel driveways. The mayor, who's facing a recall vote, says he stands by the city's acting commissioner of Streets, Bridges and Harbor, Susan Frederick, who wrote the tickets. [1] U.S. residents are angry today at receiving US$25 ('''18) parking tickets for parking their vehicles in their own driveways. Mayor Carty Finkbeiner said he stood by the tickets handed out last week by the Division of Streets, Bridges and Harbour in Toledo, Ohio. He said the tickets were issued under a city law against parking on unpaved surfaces, including gravel driveways.[2]

What that in mind, we take you to Toledo, Ohio, where a number of drivers are fuming after receiving parking tickets. That's not so unusual, but this is - the citations came because they were parked in their own driveways. Those facing a $25 fine are accused of violating a city bylaw that prohibits parking on unpaved surfaces - and that includes their gravel driveways. They were furious when they discovered the yellow tags on their cars, which were sitting on their own properties and not in anyone's way.[3]

Mr. Finkbeiner said the tickets were issued under a city law against parking on unpaved surfaces, including gravel driveways. Councilman D. Michael Collins, whose district includes the homes where the tickets were issued, said he would make certain that the homeowners do not have to pay the $25 fine. "I would hope the city would realize this was an exercise in insanity and rescind the tickets," Mr. Collins said. "Those who work for the mayor, it is like One Flew Over the Cuckoo's Nest, where those who are all insane flock together."[4]

During a press conference on Monday the Mayor refused to answer a question posed by a reporter, asking if the gravel driveway crackdown was related to the city's budget crisis. Thankfully City Councilman Michael Collins disagrees with the tickets, calling them "Micky Mouse nonsense". He has promised residents he'll try to have the tickets recinded. We'd like to wish Mayor Finkbeiner the best of luck on his recall vote.[5]

Toledo, Ohio Mayor Carty Finkbeiner, who is already up for a recall vote, defended the ticketing of several cars over the past week who were parked in their owners driveway. How can they do that? They just found an old law prohibiting drivers from parking on "unpaved" surfaces. and technically gravel is unpaved.[5] Gravel isn't good enough for the Mayor. It's gotta be paved. If not, you're a criminal. Mayor Carty Finkbeiner, who surprisingly is facing a recall, says he stands by a bureaucrat's the Acting Commissioner of Streets, Bridges and Harbor's decision to ticket citizens who park in their driveways.[6] Ms. Frederick did not return telephone calls seeking comment. Mayor Carty Finkbeiner on Monday said he stands by the citations handed out last week by the Division of Streets, Bridges, and Harbor.[4]

Mayor Finkeiner is defending the citations and the city's acting commisioner of Streets, Bridges, and Harbor, Susan Fredrick- the writer of the tickets.[5] "The Commissioner of Streets, Bridges and Harbor responded by going to the location of the complaint to assess whether it was valid or not," Robson said in the statement. "She personally observed that it was a valid complaint. She observed several illegally parked vehicles along the first street she visited." "While there, a neighbor asked her to check out his street, which also had a number of illegally parked vehicles. Once she observed they too were illegally parked, she cited them as well. The City of Toledo supports its laws in general and illegally parked vehicles can and will be ticketed, and these tickets are considered valid."[7] Sue Frederick, commissioner of Streets, Bridges, and Harbor, wrote seven tickets to residents in the 400 and 500 blocks of Holland-Sylvania Road for parking on gravel-covered surfaces. The residents complained to the city after receiving the $25 tickets for parking their vehicles on their own driveways.[4] Who says government doesn't always know best? And if government says you can't legally park in your driveway, they must be right. Sure, this makes sense to all of us. People in Toledo, on the other hand, are all upset because they're receiving parking tickets for doing the unheard of. The criminal act of parking their cars in front of their house. The acts of criminality have become so rampant that the Mayor has deputized city workers (instead of police officers and the parking division of the city) to roam the hardscrabble streets to issue $25 parking citations to individuals who have committed this heinous crime.[6] The president of the Toledo Police Patrolman's Association said he may go to court to prevent employees from the city's streets department from writing parking tickets. "This falls under police duty and police are the only ones who can take law enforcement action," said Dan Wagner, the union president.[4]

Some of these home owners that got tickets should have a meeting with the mayor and park a foot in his ass. It may not help the situation but I bet it would get his attention.

What was the original problem with parking on an unpaved surface? It appears to be an old law in Toledo, does anyone know why the law was originated?

Seems that there needs to be a law against a gravel driveway also.

I get Toledo news as my local news. The mayor is an embarrassment to that town and a real jerk as well.

Toledo has way more problems than parking

I'm gonna guess this was passed originally to get abandoned vehicles out of yards.  I gotta say if I recieved this citation it would be sent back with a suggestion the sender get bent.

The blame seems to be on the mayor, it is not the police that the tickets are being written by

99% of all Lawyers give the other 1% a bad name. What I find hilarious about this is they are such an arrogant bunch, that they all think they are in the 1%.

People should park in front of the mayors house blocking him in.
I mean everyone who got a ticket should fill the street!
Then ask him "HOW DO YOU LIKE ME NOW PARKING ON THE PAVEMENT?"

The mayor has laid off cops and firemen this year, not enough cops left to write tickets.
The mayor is very controversial to say the least

I live in Oregon, which is a city just east of Toledo. Heard this on the news just the other day. Even the chief of police is real upset over this. I believe it's against state law for anybody to hand out citations,other than liscensed law officers. Carty Finkbiner, mayor of Toledo, has always been a source of entertainment for all of us here in N.W. Ohio.
In his first term, he wanted the city to paint the fire hydrants white in the winter, and green in the summer. Fire Chief talked him out of that one. Yep!! got a rear winner there.   gypsyman

Actually the reason most of the people that call them pigs is because of  own their ignorance, and the PIGS caught them doing something they weren't supposed to be doing, and, or in YOUR CASE, (which is probably both) "you pop-off", before you find out the facts, and actually know what your talking about. Which happens to be the reason you "popped off" this time. ;)

If it weren't for these guys you call PIGS, someone bigger, tougher, and meaner than you, (and there are a bunch of em) would have already stopped by YOUR place and gave you a spanking, made you like it, and then took all your stuff. Including the computer, you use to post stupid remarks. ;)

I was fully aware of that for 20 years Questor. But I like the other officers SHOWED UP ANYWAY, when name callers like yourself started screaming HELP!
It's the reason they stick together, and separate themselves many times socially from, folks like you that call them words like PIG, (a 60s hippie practice) and insult them while the lay their lives on the line for people they don't even know.
When I read posts like yours, I remember funerals of friends that gave THEIR LIVES in place of folks like you. After a 35 year reflection, I see it as a "poor trade". The world would be a better place the other way around. The officers that died, and served, UNDERSTOOD what you never will. They had ALREADY stood at those funerals, and knew the next one might be theirs. They had families, friends and a life. Just like you. The difference? You have yours, because of THEM. Without the MERE KNOWLEDGE OF THEIR PRESENCE, it would be anarchy. They are needed ALWAYS for this reason alone. YOU JUST DON'T REALIZE OR APPRECIATE IT.

the law  is  the law

it should  always be  inforced

it  is  the cops [in this case  i hear the trash men]  to bring violators to justice

not  to determine the valitity of the law

the judge to determine guilt and pass sentence

they should  all  just demand  a jury trial  and clog the system



but  the biggest ting  to take away from  this  is

be very careful  about  what OBAMANATIONS  we  elect to office to pass far reaching laws

and  appoint justices  that dont  go away for a while
when drugs are outlawed only out laws will have drugs

THis is utterly outrageous!!  I would get a ticket everyday.  It seems like they are picking on the lower class that may not be able to afford to pave their driveways.  GRRRR!!!

That's life in the rust belt, Heather. It may seem outrageous, but people just put up with it, or at least the people willing to live there do.  It's as much a cultural aspect of the North as grits and ham in the South.

Personally, my driveway is technically unpaved because limestone gravel is a superior to either asphalt or concrete in the Minnesota climate. It's great. We have an asphalt apron going into our garage that needs continual and expensive, time consuming maintenance. The long gravel driveway has only needed a little maintenance in the 20 years we've lived in the house: I had a yard of compatible gravel delivered, and it took me an hour or so to fill in some minor depressions that had formed. That's it. It looks good too.

I personally use pea gravel from the street all the way into my 4 car carport. It's cheap looks good, and as Questor said is very low maintenance. In this area of Texas it is black land, and black land expands and contracts with the moisture. Concrete and asphalt crack badly regardless of how much re bar you put into the mix.
This problem concerning the thread is not of police, but CITY GOVERNMENT, allowing untrained CITY WORKERS to do something they are neither equipped, qualified, or have an understanding of. It is also a possible reaction to CITY WORKERS PROTESTING being put in this position to draw attention to the governmental problems.
I once knew a sheriff that was appointed after the one in office suddenly died. This APPOINTED SHERIFF, knew not the politics of sheriffing a county, and issued TICKET BOOKS to field deputies. The deputies resented the move, as it was not at that time part of their duties. Solution? They started writing traffic tickets. The appointed sheriff was history after the election. Was it right. Maybe not, but had they not brought it to the attention of the public in such a manner, the appointed sheriff would have most likely been elected to a 4 year term instead of his 11 month term. That would have been 4 times the tickets before he was taken out of offices.
