As far as twist rate goes, it depends on what weight bullets you intend to shoot. A 9" twist should work for most bullet weights. I have a 8" twist in mine, but I only intend on shooting the heaviest weights (140-142 grs) from mine. For brass, you don't have to "make" it per se. Lapua, Norma, and Hornady all make 6.5x284 brass ready to go. You can also neck down Winchester 284 brass if you wish (and you can find some). I've started with Lapua brass and will likely stick with that. Lapua and Norma brass aren't cheap, at around a buck a piece, but it's high quality stuff. The Hornady and Winchester brass is cheaper when you can find it.
