I was wondering how the factory arrives at a load that is both max velocity, and safe in all guns. When we work up a load, we look for pressure signs in our own gun. They have to be safe in all guns.

SAAMI sets the standards for maximum pressure and maximum average pressure. The factories have pressure testing equipment to work up the pressure in minimum spec barrels to be sure any barrel built to SAAMI specs should be safe with their load.
At times they let ammo get thru that should not and they have a recall.
