My dad always talked about that in reference to fishing. Twenty percent of the fishermen catch eighty percent of the fish. Simple observation over the years does tend to support that "twenty percent rule" idea though. Nothing comes in under budget, and so few as to be an anomolly even come in at budget. It's obvious they don't even try to get close, simply say a number somberly nod heads in agreement and go on spending.
