Need help with Howa 30-06

 A Howa Model 1500, caliber 30-06 stainless, Butler Creek stock, will  place 5 consecutive shots into two separate distinct groups, several inches away from each other.  The groups themselves are small, but they're several inches from each other, making overall group size 6" or so.  

It's a new rifle.  Less than 100 rounds through it.   I tried a Howa Bell & Carlson stock and it was no better.

Anybody have any suggestions?

Either bedding or your scope is broken. If a lense is loose and can sit in two positions, this will happen. I'd look there first.

Agreed.  Check scope (and rings and bases just to be certain), and then bedding.  Since you already tried a different stock, it's almost certainly the sighting system.

You might also check for an overlong screw. If an action screw bottoms out it can create this problem. It can also be a miserable bugger to locate!! The bottomed screw allows the action to move a tiny bit in the stock and produce either 2 groups or a horizontal stringing..

Also the screws should NOT touch the holes in the stock that they pass thru..
