Shotgun choke change

Can a gunsmith add a screw in choke system to a standard barrel ??
If so, any suggestion who ??

 Colonial Arms does it.  They have a chart on their site that shows minimum barrel dimensions, think they charge $85 also

It depends to some degree on the type of gun and barrel.  In general, yes.
