  Would not lubing the periphery of the base of the bullet be just as effective a inside lubing of the neck of the casing ? Seems as if it would be easier to be sure the coating is very light so it won't contaminate the powder. What say you ?

I was under the impression that cleaning and lubing the inside of the case neck was for the expander ball and not the bullet.
How about a dry lube like powdered graphite or moly?

You are correct, neck lube is to keep the expander from pulling the shoulder forward.
