Los Angeles cracks down on crime wave
« on: February 24, 2010, 05:02:23 PM »
It's from today's news. Seems like it would cost a lot more thant 3.6 million dollars per year to enforce this.....

LOS ANGELES – Cash-strapped Los Angeles is going to the dogs — literally.

The City Council voted Tuesday to have two departments share information in order to track down people who haven't licensed their pets.

Council President Eric Garcetti estimates two-thirds of the city's dogs are unlicensed. Licenses cost $15 for a sterilized dog and $100 for an unaltered pet.

Getting all dogs licensed would mean at least an additional $3.6 million in fees to the city.

The Department of Animal Services has eight full-time people whose job is to find and license dogs. The Department of Water and Power keeps a meter-reader database of homes with dogs. The council ordered the departments to coordinate to find the pooches.

It will be interesting to know how this actually works financially. Let's say that a check is performed to identify a dog owner as one of these hardened scoff laws. They then bill him for $15. It will probably cost more than $15 just to do all the work and process the citation. Even at $100 per dog I don't see how this can actually net much money for the city, especially since they'll actually have to check veterinary records or perform some kind of examination to tell whether the dog is neutered or spayed. Either that or they will have to engage the owner in proving that he has had the dog spayed or neutered. It's ridiculous.

LA? The weather is usually pretty good. They put LSD in the water.
