It will be interesting to know how this actually works financially. Let's say that a check is performed to identify a dog owner as one of these hardened scoff laws. They then bill him for $15. It will probably cost more than $15 just to do all the work and process the citation. Even at $100 per dog I don't see how this can actually net much money for the city, especially since they'll actually have to check veterinary records or perform some kind of examination to tell whether the dog is neutered or spayed. Either that or they will have to engage the owner in proving that he has had the dog spayed or neutered. It's ridiculous.
