The TCR's top levers DO have a long throw, but shouldn't stick.
It could be that you just might not yet be accustomed to their feel as yet, or that the action was lubed at one time with a non-firearn lube/oil, which might have gummed up a bit from lack of use, etc.
If you don't want to dismount the buttstock for a good action cleaning, just remove the barrel/forend and carefully submerge the action, hinge first, downward into a coffee can of clean kerosene to flush it out.
Afterwards, an exterior wipedown should be "good", and the kero will leave an oily film on the metal surfaces inside, w/o harming the wood/finish.
