Not strictly apples to oranges, but my 452 American has a 40mm scope on it and the bolt would not clear the ocular bell with Burris Z medium rings. I had to go to high rings of the same style to make it work. I've a number of other rifles with 40mm scopes (although none are rimfire)and am usually abe to go with medium rings using both the Redfield and Weaver base types and Redfield, Weaver, Leupold and Burris ring. The Weaver-style Burris Z rings are my favorite for looks. I've never had a problem with any of them (all brands & styles), which tells me there are a lot of perfectly good choices among them - pick your favorite.
But back to your question, my impression is that the 452 needs a slightly higher ring than average, all else equal, but I'm guessing you can make a low ring work (or at at east a low Burris Z) with a 28 mm scope.
