Could you give some details on the decoration on the stock? Also what is the scope tube? Circa? How does it work?

Guys, this is William Malcolm scope 6X ,I just bought it  off GunBroker so I do not know the history of the rifle,I am guessing someone may have used it for Cowboy action shooting. ????  :) ;D :)  ;D
