I have no real knowledge of the Kel Tec, but the Ruger is a very sturdy gun, and not prone to fouling and hang ups.  It also is not all that accurate.  The new ones should group 2-3 inches, the old ones more like 4 or 5.  But it will spit out ammo reliably.

I sold mine years ago, when I discovered my SKS was actually more accurate.

I played with a SU-16 last weekend.  At 100yds with win. ammo it was getting 1-1.5in groups.  I have not had a mini that could come close to that.

The KelTec is the most enjoyable "toy" I have used in a long time.  It is light.  I think it is less than 5 lbs unloaded.  It will use a ar-15 hi-cap mag.  You can spend as much on after-market add-ons as you can on any ar.  BUT, it is not cheap.
