You want to take a Moisin-Nagant barrel and stub it to a NEF receiver...is this what you're talking about.
What is the 1.419 number in reference to? That lost me totally.
I don't know the shank diameter of the M-N barrel and I wouldn't use a barrel of questionable metalurgy or bore condition, but that's me, I would start with a new 32 cal barrel, but if you have a lathe, using a take-off M-N barrel would be an excellent, down and dirty, quicky...if you have to pay a machinist, that's a horse of a different color.
ANY good 'smith or machinist could do all the metal work, it is nothing but straight forward machine work.
Cut the stub receiver just in front of the lug or a little farther depending on if the donor NEF barrel is a HB or has a tapered barrel, bore/ream/thread the stub, turn/thread the barrel, screw in and headspace. You could match the M-N threads to the NEF stub or pick whatever threads you like. I use 20 TPI for my switch barrels and stub receiver.
I have used cheap Savage barrels to make switch barrels on a Ruger action several times...it's not brain surgery to do this sort of thing.
Because the barrel is already chambered all the measurments must be spot on.
I have a new mfg M-N. It shoots well enough for a quasi-military weapon with open sights and the ballistics aren't all that bad either. Comparable to a 300 Save, 303 Birt or 308.
