sticky black crud ring inside .380 brass

I fired several boxes of Pirvi Partizan FMJ ammo out of my Ruger LCP. After I got home I noticed that there is a sticky black ring in almost all of the fired cases. 36 hours in my tumbler didnt remove it and there was a lot of tumbling media stuck to it. I tried to brush it out and it wouldnt come out. It almost looks like tar. Now the brass is soaking in rubbing alcohol which seems to be doing the trick.

Never had anything like this before. Have had lots of sooty cases but never any sticky residue. Do they glue these bullets in?

It was very crummy and inconsistant ammo by the way. I wont be buying anymore.(Wont be buying any more factory ammo now that my dies and mold have arrived!)

It's a normal tar-like military bullet sealant. You can remove it with mineral spirits or any solvent that you have around.
