I am a caveman when it comes to computers. That being said, you might try running the anti-virus scans with your security, if you have it. That should get rid of the cookies that target you for adds. Do a file cleanup and whatever else you may have with your security and maybe that will make it stop.
If you don't have security then you might try typing in search words into the startup search window to try to find it in your computer and delete it.
