Never actually done it, but don't see why it wouldn't work. The grip frame on the 19/23/31 should be identical. And yes, if you have a 23 upper, a simple barrel change will convert it to 357. Look at the prices for uppers, you might find you can buy the whole gun for about the price of a new upper!
